Seems the warden was running his own little kingdom, fueled by cartel money, then word got out. There are others. I'm a bit stumped on the peacocks too. Maybe a cartel guy has a fetish or it is symbolic of showing off and decadence?

They are probably paying them with drug money if the cartel can came and go as they please. That is assuming they are paying them at all with them being the cartel's "property" or whatever.

They have fighting roosters in there, so maybe the peacocks fight too. Maybe throw them in the ring to liven things up or to gain unfair advantage. There is probably money riding on the rooster fighting.
