It is not Cielito Lindo. It's something that's more upbeat when they sing ay yay yaaayyy. It sounds older like 50's maybe. I know it's really hard to "sing" it on here so you probably have no idea what I'm talking about.

Sorry, tired, but I reckon it MUST be 'Cielito Lindo'(not a mariachi song, mind you, but an authentic popular Mexican ditty, from an anonymous source, and one of the oldest still being sung, as it goes back way beyond the XX century); it may sound strange to you, but there is no other song with that chorus.. Do they punctuate that with "Canta y no llores"? Only runners up I can come up with are the crowd chant in Woodstock that segues into Santana, or the Spanish "¡Oéeee, oé, oé, oé... oé, oé!" whose origin is as arcane as the impenetrable "¡Óle!" they exclaim in front of brave bullfighters and comely ladies. Oh, and BTW, I'm a local Mexican, born in the 40's, AND a music journalist. I wish I were in La Jolla myself, though...

Could be "Cancion del Mariachi" that Antonio Banderas sings in the beginning of Desperado. I'm sure it dates from earlier than 1995, but that's where I know it from.
Not upbeat, but has that "ay yay yay" refrain.
