Pretty easy to balance a budget when you do it on the backs of people who can't vote against a tax increase.

Moving out of the city already happened in 1977 (Penick vs Columbus City Schools). Busing was forced down the throats of Whites and Whites fled to the suburbs. White Flight led to Urban Blight. Likewise Black inner city rule leads to decay as the elite educated Blacks flee to the suburbs too. This leave the ghetto types to vote for Marion Berry in Washington DC, Maxine Waters from Los Angeles and Charley Rangel in Harlem.
