Question. Did you buy the scooter knowing there was no title? If the seller did not state "no title", and you do not have the scooter, I would void the sale and tell him to keep it. Otherwise you will have to apply through your local DMV as a lost title. It's going to require some paper work and be prepared to wait several months before you get a title.

Schwinn scooters are made in China. If you bought it new, you should get a certficate of origin that has the year, cc, model, etc., with it. That is what you take to the DMV to get a title. If it is used and has no certificate of origin, good luck. It sometimes takes months to process a lost title. Never buy any used vehicle that does not have a clear title. Nothing but headaches ahead.

Dan, if you cant get it register. Call the Distribution center here in United States. If you need to find out who they are call NHTSA and give them your 17 digit Vin number and they will give you the distribution company that can make you a duplicate. Good Luck.

Correct me if I am wrong, but as I understand the problem, the current owner is waiting for the title to his scooter. The DMV or DOT can't issue a dupe if the title is still being processed. The local office can find out the status of the Title and perhads speed it up but that is about it. My State won't issue a Dupe unless the original is lost and in my State it may take up to 8-10 weeks to get a title on a motorcycle or scooter because so many are being sold, probably longer to get a Dupe.

Yeah. I live in virginia and recently bought a aprilia rs50 which is very rare but sadly it has no title or proof of origin. I can only use it as a scooter atm and only legally go 35mph. I would like to get it titled and tagged and such so I can legally go past 35 with no problem. And virginia dmv wont title a 49cc vehicle -.-

If the Virginia DMV won't title a 49cc, then there isn't much you can do about it. Unless you want to run it over 35 anyway and take a chance with the law.

My fiancee lives with me. She has a 23-year old son who owes her a lot of money. He does not live with us. To pay off the debt, he gave his mother (my fiancee) his ATV, but he never signed the title. My fiancee now has someone who wants to buy the ATV so she can recoup some of the money owed to her by her son, but he refuses to sign the title. The ATV is sitting in my garage, where it has been since my fiancee's son gave it to her to pay off the debt. Since he will not sign the title, I feel I have no obligation to continue to store the ATV. My question: Can I give him a few days to come and get the ATV out of my garage, after which if it is still there, can I (1) sell the ATV without his permission or (2) put the ATV in the street and give it to the first person who wants it?

Legally I don't think you can do anything since you are not married. It will have to be your financee. Better check with a "legal source" before you do anything. A scooter forum is not the place to seek legal advice.

#1 - Your DMV or DOT is not going to sign the title. It has to be signed by the original owner. That's a no-brainer.
#2 - A bill of sale or reciept of payment states you own it. A title is a State required legal registration/authorization for you to operate the scooter.
#3 - If the original title is from your State, the new one will look just like it. The style of the title may vary from State to State, but they are just another vehicular title, like a car or truck or motorcycle.

You need to contact the company that you bought the scooter from and they will give you the title for your specific scooter. They should have sent you the title with the scooter. Believe me you don't want to get caught without insurance because I was and now I'm paying the city $2650 for fines.

Wrong!!! Wrong!!! Wrong!!!----- Wrong information like the above is what gets so many scooter owners in trouble.
Dealers can not provide a Title. A Title is a legal document issued by the State DMV you live in!!!! A Dealer can file the necessary paper work with the State DMV to get the title for you, but a Dealer cannot issue one!!! If you are buying a used scooter then the Dealer should have a Title.
An online seller or distributor cannot provide a Title or file the paper work to get one. They can only issue a Country of Origin document, the owner has to take the Country of Origin to their DMV and apply for a Title!!!
A private party seller should already have a Title, sign it, and give it to the buyer who then has to get a new one in their name. Again - check the laws of the State you live in before buying a scooter. The laws vary from State to State.

I bought a scooter last summer in Indiana and was given the certificate of origin with the scooter i asked if it needed to be signed the guy told me no since I did not need a plate on it in Indiana I did not worry too much. I actually live in Illinois and did end up bringing the scooter with me when trying to plate it in Illinois was told I had to get an original bill of sale title etc from original owner. I have called the guy who sold it to me and the guy who sold it to him was told several times the paper work was being processed by the dealer as original owner lost it blah blah blah anyway they never sent me anything and i gave up calling them after 12 times it seemed I was getting nowhere anyway and do not see they will be of any help now or ever. MY MISTAKE! I would like to sell the dam thing but have no title am I able to apply for lost title from Illinois through Indianas DMV through mail without the original bill of sale or original owner who bought it from dealer which I cannot locate or would it be best to try and resell to someone in Indiana where it does not need a plate anyway???? please help debili@comcast.net
