It's not hard to fix this problem. Select the villages easiest to upgrade and restore them to the original specs. Turn them into a old world tourist destinations. Make them stops along a tours. This will bring the local people back. When life gives you lemons find someone who's life brings them margaritas.

Great idea in theory, the problem is to get the owners to cooperate to allow investors to come in and exploit these areas sensibly. I don't think the governments and people in the Balkans have the money to do this themselves efficiently in this crisis.

It does not take much money to make my idea come to life. It's not necessary to restore the homes to living specs just safe enough for tourists to tour through. Maybe as few a ten handymen could be hired to maintain the safety of a 100 ruined homes. It would also be fun to take donkey or horse rides up to them like they do in Santorini.
