Rent Confusion: Milwaukee renters caught in crossfire of battle...

On Labor Day, 2007 I and all the other tenants of 1328 E. Albion St. got a notice from Wauwatosa Savings Bank (now WaterStone Bank) about their foreclosing on Olson Management Group. Apparently, Olson was buying up properties, but not paying down his mortgages. I also contacted Marquette Law School and the Milwaukee Bar Association to find out what protections tenants on a foreclosed property have. In December, Olson filed Chapter 11 and regained the property where I lived. The company is now Milwaukee Management Group. I left for another East Side landlord's property last Halloween. I'm glad I don't have to deal with the same hassles these tenants are having any more.

Tim Brophy bought the property at 1532 S 80th St in West Allis. What a mess! The city is all over him for outrageous building code violations. Check it out on the City Website under tax bill/ownership information. He is still operating under Prospect Holdings. What is laughable is that Milwaukee County sold the property to him, and they make no attempt to collect on what he owes them. Furthermore, the IRS is after him. Duh....nobody knows where he is. We do. He drives by this property several times a week, never gets out of his Escolade. When does the thing actually become crimminal? Guess laws are only for law abiding citizens.

I too rented from Tim Brophy and Prospect Holdings. Their entire opertation is a joke. The person who owned our property was not even the person we paid our rent to. Instead one of Brophy's henchmen, Eric, would come by at the most random hours demanding rent and threatening us. The entire property was in disrepair and had numerous code violations as well. I too would see him but only when he wanted something ie money. I have had other friends rent from him too and each with similar issues. Bottom line is avoid Tim, Eric or Heidi at all costs. They will steal your security deposit and won't make a single repair. The city will hopefully catch up with him soon and he will get what he has coming. Heidi is Tim Brophy's girlfriend and Eric is a friend. They both act as leasing agents for him so be leary.

Could have said it better myself but won't make the effort. This is a fairly accurate portrayal of what it was like to rent from Prospect Holdings. If you see their sign on a building; avoid!

They're back at it and operating under WH Investments, LLC. They don't even pay for garbage collection and the electricity at a building of theirs with electric included was cut off because Brophy owes a huge lien to WE. AVOID. Isn't there a point where these slumlords can't get an LLC anymore?

he is back at it! my brothers apartment on fifth and chase was boarded up on Friday (6/5/13 )afternoon after two days without power and Brophy continues to say it is all misunderstanding about an occupancy permit. this guy needs to go down! what a horrible person does this over and over again!?

November 20, 2015. Still trying to move our property off the sixth floor at 1442 North Farwell. No one will turn on the elevator, and carrying box by box down six flights of stairs is inefficient and tiring. I call every agency I know that might be able to help. Finally the building inspector says the "manager owner" will turn on the elevator tomorrow. We have been asking for this assistance for two days straight. This is NOT Brophy, but confusion over who is to turn on the elevator--manager or building inspector--results in the tenants moving all by stairs, very steep, not very clean stairs. Weenergies is scheduled to disconnect the lights on Monday. If the last of the power goes, there will be no safe way to move things down six flights of an unlit staircase. No one with a property interest will do anything. Brophy never puts in an appearance. We just need to get out.

Just quit paying your rent. Your landlord will be so far underwater it will not matter. He isnt paying your healthcare or food bill.

The problem with that is that he will sue you for back rent and have someone show up at court for him. Since not paying rent is wrong, you'll just look bad. Apparently, formal complaints need to be lodged, but I can't remember if it's with the city or not. I think it is... Doesn't help much, but, it's what I learned after living in one of his buildings.

You sound exactly like Brophy, "Jimmy". Same uncaring attitude. The message is correct, of course: If we want to continue living in a property, we should continue paying the rent.

To anyone having issues, there are city resources. I know there are those of you who are anti-city but if you don't try and go the distance to meet their requests, then you can't say later that they failed you. There are laws they have to abide by, and the demands they make have a purpose. All the work that goes into holding faulty landlords responsible for their actions (or inactions, as it were) will have meant nothing if the proper protocol isn't followed by the city offices, lawyers, and tenants from the get-go. Give it a try. Be BETTER than the jerk who is screwing with your home.

Here is the link for Milwaukee for making a complaint with the Department of Neighborhood Services. Follow the instructions, make a dated and detailed list of communications with the landlord/owner, have proof. Be sensible about it, and understand that there are certain things you HAVE to do to have this work out.

Also, if anyone is being unprofessionally harassed or intimidated, you are allowed to call the police. Again, dates and detailed lists. At the very least, there will be a record. If your situation goes to court, you will have proof of their actions and what you have done, on your side. Pay your rent, fulfill your tenant responsibilities, and let's hold the owners to their responsibilities and give the city every reason to do their job. The system is meant to work when all the steps have been taken. And if it doesn't, maybe we start to hold the city responsible for not protecting it's citizens from predatory people like this Brophy family. Let's get that paper trail going somewhere.
