March Madness is running rampant, and apparently it's hit the billing department at Time-Warner Cable. An Ohio man saw his credit card declined when attempting to pay for access to the Sweet 16 round of the NCAA Men's Basketball Tournament, because his credit card couldn't handle the $16 million bill.
