I have to confess to a certain amount of skepticism with regard to the present administration.
Is it really the lack of infrastructure or is it the desire of the administration to have total and complete control over rescue efforts?
Search and rescue missions are accustomed to working in areas where the infrastructure had been devastated.

I might add additionally, Haiti hasn't had a viable infrastructure in years.

Bama Yankee - Well said, indeed search and rescue trains for austere conditions like this. A C-17 was uploaded then downloaded at WPAFB. I understand a plane can have a mission change on short notice but after an upload of gear and material this seems to be nonsense.
If other search and rescue teams have been dispatched or are already on scene then that could help explain this, but the explanation of lack of infrastructure is flat out hooey.
