This is not smart, just more grist for a boomerang syndrome. The more outrageous, ridiculous (for the human race) and inhumane the weapons of the military industrial complex or anyone else, the more likely they are to be turned against their makers a la the Damacles sword of the Atomic Age, i.e. nuclear weapons, over the entire world. It's about time that we stop trying to be the New Rome and for the world to settle their differences in a peaceful, rational manner.

Post-script:

A caveat, nonetheless: if other nations (or non-state organizations) are developing unusual weaponry or spy gadgetry, and negotiations will not dissuade countries from that course of action, then we have no choice but to compete with them in order to defend ourselves if necessary.

P.P.S.:
If the development of unusual weaponry starts getting too bizarre, then the United Nations and the international community should come forward to organize conventions and treaties that would outlaw certain bizarre weaponry, similar to the Nuclear Non-Proliferation Treaty and other attempts to keep the planet habitable.
