Why were they ordered to stand down? Have to wonder what the reasoning to allow this to happen in the first place and then prevent first responders from taking this piece of crap out before more lives were lost?

What does the Fort Hood and Navy Yard shooters have in common? They were both stopped by gunshots from CIVILIAN security personnel, after their attacks began. The US Military needs to revert back to the Military providing their own base security with military personnel. Military General Orders would then apply.

The Navy Yard Capitol Police tactical team raced to the Washington Navy Yard on Monday shortly after Aaron Alexis began shooting, but a commander ordered the officers not to enter and to return to their nearby base, WUSA-TV reported Wednesday.
