Sometimes I think the US goes to war just to "brush up" on their tactics. The DI/Sgt in the article admitted many of his DIs never saw combat around 2003. Alot of it is common sense and a natural evolution of tactics but I guess it 'documents' a change in doctrine and justifies training & related budgets.

On average the US goes to somekind of war once every generation. They want that combat experience even though they'll rif distinguished vets in a heart beat.

At least the military evolved. I think the US tried to fight the Korean War with WWII tactics before they realized they needed some updating. I think the TET offensive in Vietnam prooved the need for urban warfare training.

There were urban warfare training centers during the cold war but it was still 'the future' or 'experimental' when in reality if a convential war struck during the cold war we would've been stuck retaking or taking cities in Europe.

I wouldn't put it past some military leadership and politicians to "wish" for a war for training and/or testing purposes.
