That's in Cities and Towns that they only hold temporarily.
They have captured most of the Euphrates River Valley close to the Anbar Provinces in Iraq.
They want that and the southern plains close to the Golan. The rest there just looting and vandalizing.
The problem they got is Saudi and Qatar are financing them but the pillars of those establishments don't want them to have a territory in their own right. Neither does Turkey. There not stupid they know that.
