So let me get this straight. The citizens of Chicago can't carry a gun for their own protection, but the governor is going to send in troops, CARRYING GUNS, to protect the citizens who aren't allowed to do the same???

There's no substance to what he's saying as most civilian politicians don't grasp or can't seem to comprehend that despite the National Guard being chartered or symbolically shown to fall under each state's Governor's authority for operational purposes, they're not.

They've got all of the guns and weapons that the regular army has but what they don't have is the ammunition to shoot in those guns. The ammo is kept on army bases and is not released to the National Guard except to train with or on the base commander's authorization. This is a form of military gun control that prevents governors from building up their own stand alone militias. The Guard has tanks, howitzers and machineguns but those weapons are just clubs unless the ammo is available.

The call for the National Guard to occupy the high crime areas is a knee jerk reaction to the political failures of Illinois Politicians.
Chicago created high rise substandard housing many years ago and pushed minorities into them. Over populated housing, lack of employment, and creating a culture that kept minorities dependent on government payments created the rise of gangs.
Then the high rise ghettos were destroyed and the people were relocated into the suburbs. The existing gangs, and the newly relocated gangs began to battle for territory. Meanwhile the politicians gave lip service and did nothing.
When people work honestly to leave the culture of dependence they are ridiculed. A child who studies and gets good grades is looked down upon and less valued than the drug dealer/murderer on the corner.
The National Guard is not equipped, trained it organized to combat such issues. Serious and real policies need to be implemented to bring jobs, education and hope to these areas. Until the failed ideas of the past have been stopped and real policies put into play nothing will change.

The FBI Uniform Crime Report includes one other entity that has all three of those beat...having over double the crime rate except one...that is Washington D.C. with extremely strict gun control laws and enforcement. So for all your bellyaching, one of the strongest gun control areas...having the strongest enforcement...has the highest violent crime.
