Why do we need a Law to see a doctor and decide what exams and treatments I need... Let Me Decide...

I suggest you read the article. It is not interfering with a woman's right to have a mammogram, it is stating that the radiologists who review the mammogram give additional information to the woman and her primary physician.
As for "CA becoming the Soviet Union", you REALLY do not know what you are talking about!! Did YOU every live under Soviet rule?? Obviously not!
