Hospital officials say they didn't mean to drive up the census! That can not be interpreted any other way, than an admission of guilt. It doesn't make sense to claim these are good guy's in white hats. It's just a contradiction to confuse the truth about where the money is. This is common practice for the News Journal. Confuse the issue when it comes to following the money. It's a laundering operation! That's what it looks like , that's what it is.
