I am sorry to hear of this lady's situation. I've lost many friends and family to cancer. I hope this lady comes out free of anymore cancer without anymore chemo. One has to wonder if everything possible was done to help prevent any delays. No matter who the shipping company is or was. We always put a copy of the shipping label complete with it's tracking # inside the package and one on the outside plus additionally write the address and tracking # on another side of the outside of the package. It's a goof proof method that prevents a shipment becomming unidentifiable if a label gets damaged or Strayed. I know some shipping companies have it specified in their terms and conditions when you use their service. Before legally pursuing something like this issue, I would check out the packing methods used by the person(s) that packed the shipment and sent it in the first place. If there was only one label on the shipment and it wasn't securely attached and got separated; use your imagination folks. The question one needs to keep in mind is, "How important is this shipment?", when you prep it to ship. The above is no disrespect to anyone. I hope it will be taken as a constructive suggestion as intended.
