Nope. A lot of cataracts are done with topical local anesthetic in a lot of countries. Having an anesthesiologist/CRNA present for all cataracts is just a way American docs and CRNA's pad their billings.

Maybe a quarter of cases (nervous patients, patients who need a GA, patients getting a peri/retrobulbar block) need to have an anesthesia person present. It certainly is nice to have somebody around, but it's mostly just ripping off the payers.
