Hi everybody!
I have a question. I am living is Seoul and will be here till July. The first of July I'll be probably blue belt. Next Fall I will move to the States, and I was wondering if I will be asked to start again from the white belt..
Do you know any rules about it?

Usually, at most dojangs, you can explain your situation to the instructor, and ask if you would be allowed to test through the belts you previously advanced through, so you may not need to start over.

if you are a registered member of your club you should be able to walk into any other club of the same affiliate.
