Observation Louisville, KY	Reply » \| Report Abuse \| Judge it! \| #11 Nov 25, 2012 Portland was a good neighborhood many years ago. Now it is mixed race, gang, crime, prostitution and drug infested. If you are on the wrong street you may not make it home alive. I would avoid that area, especially if you have a family. Sure housing is cheap but look at what you're getting. A shotgun house in a crappy neighborhood. I know many people that wouldn't move out of the area but they grew up there and don't know any better. In Indiana you get more for your money.
