Jailers, Baliffs, LEO wanna-be's

Why do people who work in the jails or court systems think that they are part of a law enforcement group? I have a neighbor who thinks he is a "real" cop and acts like it. Truth is, they don't have any more authority than a regular citizen. The badges they are issued are worthless outside of the jail or courthouse and if they flash them they can be cited for impersonating an officer. I've met more than one person with some type of complex. He was too fat, lazy or ignorant to become a "real" cop but wants to act like one. I don't get it.
