If someone is raping your wife or someone is breaking in your house, calling the cops will not help the situation, unless the cops have some type of instantaneous teleportation device. I think those two cops should get an award and a promotion. If they'd broke his hands and his jaw I'd call for the police chief to step down so that they could take his place.
