The "$2 million per year in taxpayer funds" you refer to is not a cash transfer, but represents wages that are paid to military support personnel irregardless of their activity, and therefore not available for building roads.
The US military is authorized to support activities which are beneficial to the recruiting effort. The military recognizes that many of the Scouts will later serve their country in the military, and the skills they learn as a Scout make them a better recruit. The military has no requirement for gay skills, such as "Rimming" and "Around the World".
Another example is the US Military support to the film industry in the making in 1986 of the movie TOP GUN. The payback was significant, as the military recruiting offices were flooded with young, virile, heterosexual men wanting to become fighter pilots so they could get the most attractive girls.

Your misinterpretation of "Congressional Charter" in the case of the BSA is not surprising. Basically it states that the BSA is a corporation that can receive Federal funds. This does not imply that it MUST receive them ... NOR is it exempt in any way from meeting all Federal requirements and restrictions encumbent upon recipients of Federal contracts and funds. Guess what, chuckles. THis means that it cannot violate Federal Laws or Statures and get Federal monies or considerations.

Likewise, the DoD must likewise abide these same Federal rules.

Neither of your posited "gay skills" are in anyway intrinsic to gay eroticism. In fact, the terminology is drawn from the professional jargon of female prostitutes; i.e. going "around the world" refers to doing everything on the erotic menu for one price.
