Where's Louisville's Citizen Complaint Authority located?

After Timothy Thomas was murdered for having too many parking tickets (Sandy... is this justice?) and Cincy rioted in 2001, there was a Black mayor, and a Citizen's Complaint Authority Board was installed, a citizen's group, with police powers, to investigate any and all complaints that come into their offices. By hav'n the police held accountable directly to the public, Cincinnati figured there would be less murders, esp over parking tickets.

Does Louisville have anything like this? Or, is Louisville just straight up Police State?

If they have one, they should shut it down, since all cops are good people, and they never, ever, do anything wrong.

I remember before Steve Conrad, and his Violent VICE squad contradiction, there was Robert White, who came and spoke to our class. He said that since there's only a few thousand police, and about a million folks in Greater Louisville, that the police can't b everywhere, and solve everybody's problems. They have to have a presence... that's it. Drive around... park in obvious spots... just let folks know LMPD is out there. But Robert White is right, and he shows the limitations of the police... this is why Ben Franklin said those who would sacrifice liberty for security, deserve neither. LMPD protect'n and serv'n u... is an illusion.
