Perhaps it is the training we give our children in materialism. Reward and punishment is not the way to treat humans. You train animals with the Skinner/Pavlov psychological manipulation. Humans need reasons and he who has the most toys is not the winner of life.

Obeying the law because you might get caught is not a good reason for being a moral and ethical person.

In some cultures a thief is branded on the face. in others they lose a hand. Sometimes a scar or stump makes the point words and reason cannot.

In some cultures all property is public property. There is no such thing as stealing. It is cultures of greed of materialism that stealing is an issue. Mankind started as hunters and gathers. Everything was up for grabs. Then came farming and the concept of work and ownership and slaves.
