I knoe from personal experience hoe hard is to fire even a low level employee. In our office one woman went to lunch, took 2 Quaaludes and had three martinis. She returned to the office and puked all over her keyboard and passed out in it.She was offered rehab but refused. The union steward was reluctantly forced to defend her at a hearing and she kept her job. It was at that point when I started to lose respect for unions. Most of the union members thought the girl should have been fired immediately.

Most likely a person in a high position. They have immunity!! They never do anything wrong!!!(most of them, just don't get caught)

You're wrong. This story is all about unions. Trust me, I know how things work at the VA.
Think of the union as a protection racket, which it is. You pay your union dues and they will back you all the way. I can almost guarantee that this employee's superiors are union members or union sympathizers. And the supervisors are probably more incompetent then the employee as factors other than competence are desired when promoting employees into supervisory positions.
Worst case scenario is they move him to a different position within the VA.
