I have a question related to the interpretation of one patent on google patents: Sleep onset detection system and method - WO 2012170816 A2

This person states that each utilization of the EEG (Electroencephalograph) to detect sleep is claimed in the above patent, for example, while driving or while at work. EEG is a medical and scientific apparatus for looking at brain activities. My question is:

How is it possible that he can limit the utilization of the EEG for detecting sleep when, 1) EEG is not his invention and 2) he has not discovered sleep detection with EEG. He has only extended the functionality.
