Can I copy patent for own use ?

It seems that instead of disseminating ideas for the common good, patents keep ideas from being developed and utilized. Very seldom do you see inventors being paid for their brilliance. Instead the devices/processes are scrutinized for possible loopholes or are neglected and not developed but blocked by vested interests.
