Supplemental Register Cancellation

Do the same rules and procedures apply to attempting to cancel a trademark holders application if they have applied for primary, received non-final refusal, and then amended to seek register on the supplemental register?
I know of an application where the information provided was knowingly false and would like to have the trademark cancelled.
