Does a patent owner hold rights to control subsequent sales after the patent holder has sold the product to a buyer. IE, can the buyer resell the product as is?

Not by default. If the sale agreement provided for subsequent payments to the initial patent owner whenever the patent is traded, then it is possible for the former patent owner to claim his share. Otherwise, not.
