Cited and citing patent numbers

I am currently working on some data that is based on patent citations. However, the database provides the number of cited patents and the number of citing patents. Is it possible to conclude that the patent numbers entered under "number of cited patents" refer to the first patent and the patent numbers entered under "number of citing patents" are the patents which evolved through the cited patent? So basically, if referring to companies, company A develops a patent (under cited patent) and company B develops a new one by citing company's A patent (under citing patents)? Does this make sense?
