That's not a new idea - back in the early 1990's there was a file transfer protocol from Caltech that used a polynomial function to generate a sequence of UDP port numbers for the packets, much like spread spectrum radio uses a polynomial to hop frequencies.
I like that a local got a patent, but I don't like that the patent seems to reflect actual running code from nearly 20 years ago.
