Ambulance service administrators face federal charges

Two long-time ambulance service administrators in Medina County were arrested Friday, along with a billing firm's owner, on federal charges of health care fraud, conspiracy and theft.

What's a shame is they screwed the very people who supported them and counted on them.

What's a shame is that their greed was more important than the community they swore to take care of.

What's a shame is Medina County is now the laughing stock of the Texas EMS Community.

What's a shame is now no one will trust the hard working and caring medics in the county.

What will be a bigger shame is if they get nothing more than probation from this. This has been an ongoing investigation. I'm sure the evidence is there to back up the charges brought against Farris and Trouten.

Shame on them for screwing the people of Medina County. There's no excuse for this kind of behavior from those we placed our lives and trust in.

What a shame that you would make these comments without knowing the facts.

These people served the county for many years and at the very least they deserve to be judged in court and not on some silly blog. It may end up that they have done some of these things. Knowing them, I do not think so, but I guess anything is possible. The true shame is that people such as yourself have tried them and convicted them with little or no knowledge about the facts.

I have known the two accused persons longer than any of you reprobates could even dream of, and I would put the integrity of Mike Farris above that of any current management of Community EMS.

I have watched this develope from a distance and what I find to be the most shameful part of this is the ability of people to accept this crap as fact. The ability of people that were long time employees
and in many cases personal friends to turn on Mr. Farris & Mrs. Trouten based on rumor and/or unsubstantiated accusations.

Perhaps some of you should develope your own thoughts and beliefs and not just accept what you hear as fact.

I would trust Mr. Farris with life and family. I would not trust most of what I see of Community EMS management with my dog.

Just my thoughts.

We're all entitled to our opinions. I'll respect yours just as I would hope you'd respect mine.

But... there must be plenty of evidence for these charges to be brought against them. I'm pretty sure the Federal Government has better things to do than pick on innocent people.

I think it will be interesting to see the evidence and see just how serious these charges really are.

You are entitled to your opinion but all too often in this community ( Medina County ) perception becomes reality. Some people have been known to fabricate a scandal because that is what drives them. Say it loud enough and often enough and it becomes reality weather it is true or not. I simply caution against that. It would seem that they spent entirely too many years and sacrificed too much to blow it all for nothing but money. I know Mike and Sherry and I know them well. They can be difficult, but they are driven by something much deeper than money.

By the way, there is also plenty of evidence that Mike ran a clean ship. Just seems that a couple of people with agendas wanted them gone. My hope is that when they are cleared,(and I feel that they will be) that the vermin that fabricated this are rooted out and treated as they should be.

I would hope that if they are found guilty that they are treated as they should be. This was my tax dollars stolen and my trust in the EMS system that is now tarnished.

I'm sure the Grand Jury found enough evidence to bring these charges, why would they bring charges if there was no evidence of wrong doing. So there is something to this, not just fabricated rumors put out there by vermin.

And why repay money to Community EMS that wasn't stolen?

I can understand that you're probably family or a friend and no one wants to believe the worst, but the evidence is just too strong for three people to be innocent. If they are, then this is indeed a waste of taxpayer's money. However, I don't believe this is all fabricated by vermin. If it turns out that my beliefs are wrong I will apologize here, but until then I'm entitled to my opinion.

I've known these people for a long time. I've always suspected something. This just proves my suspicions. They gave served OUR community for a long time, as it turns out it was for self serving reasons. I know them well and I know better, they didn't fool me. I hope that the local EMS can someday earn your trust again.

This indeed was a waste of taxpayers money, but the employees of Medina Valley and Community EMS have nothing to do with this. Patient care is the same, if not better than when they left. This was all at the administrative level. The level of patient care has not changed. Fraud and embezzlement doesn't happen in the field. The county is much better off now.

I have nothing against the medics in this county. And they ARE better off with new management. The County is also better off now that the main problems are out of the picture.

I also know that embezzelment doesn't happen in the field. I also know that the stealing happened at the administrative level. However according to the the San Antonio Express/News it stated the following:

"It also says the suspects directed ambulance drivers to falsify patient information to make service calls eligible for reimbursement claims, and also backdated physician statements to qualify already-transported patients for reimbursement."

I can only hope this is wrong because most medics know this is morally and ethically wrong and wouldn't risk their certification for this type of dishonestly. However, the service - Community EMS - will be judged by the actions of the administrators. That's a shame.

Again, I do not hold the medics responsible. I do however believe that Farris and Trouten are guilty. This is not the first time they have been under suspicion.

I've also known them for 25+ years and I'm not surprised they've been caught. I just wonder why it took so long.

I for one know that they wanted medics to change paperwork so they could get paid. they wanted me do to it. i didnt. but since they knew our passwords they could of easily have done it themselves.
I know Mr. Farris' Tejas company had false documentation for medical director as well as many other things. for example, taking money out of checks and not paying child support. what happened to that money? better yet, the 401k at MEdina Valley, money being pulled out and not being in our accounts. medical insurance money that was being pulled out and our insurance had stopped 3 onths prior. all this is evidence.

Do your research of the thousands of medicare fraud indictments handed down each year less than 5% end in any conviction. It takes very little evidence to get an indictment. Let the judge and jury do their job not the not the blogs.

Well, somebody, somewhere HAD to take this issue and make it racial! These people are not being tried in Medina County, they are being tried in Federal Court. Medina County, who by and large, seems to have convicted these people already, couldn't "take care of them" if they wanted to.
Ive known these two individuals for almost forty years. I've known them to make mistakes, but not to break the law. I know that Mike brought Medina County EMS to a level never dreamed of by the citizens of that county.
Let's try a little "innocent until proven guilty" and "benefit of the doubt" until we have all of the facts and so called "evidence" in front of us. And even then, folks, there are people wrongly convicted every day. Let's not jump off the deep end just yet.

It seems a certain group of citizens in this county have already tried and convicted these 2 before any evidence has even been presented. Everyone is entitled to their own opinion but a story always has two sides. To date the only stories that have been told are the ones by those who hang on every word of gossip in this county and the tales sold in the weekly rags. I also know Mike and Sherry well and feel they have been hung out to dry without any consideration being made for their story in all of this. Some Medina County citizens have been very quick to condemn them without ANY firsthand knowledge of the situation. And those who are bold enough to accuse them better have some concrete evidence to back up their accusations because perjury in a federal court carries a hefty sentence. Just because you don't care for an individual doesn't mean you can lie about them or spread rumors that are unsubstantiated. It is my hope that these two people are not the victims of the town rumor mill running amuck. They have taken care of the citizens of this county for many years and have their own families to take care of just like you and I and deserve a fair day in court. Let justice and the truth prevail and for goodness sake remember their lives and livelihoods are at stake. This is a serious matter with a very high price tag and they should be allowed the benefit of being innocent until proven otherwise.

I am glad that he was out running calls in the middle of the night!!

I'm glad he was working 48 hour shifts just to provide for his family!!

It is pretty hard to bring a company to the level medina county Ems once was while you are in California, Hawaii, and Africa!!

If you payed enough attention you would notice that the service made a sharp decline after the termination of Don Johnson and a couple of other employees!!

Just my thoughts on mike bringing the service to the top!!

For the past 20+ years Mike put his life on hold for this county. Yes he went to California, once to see his son graduate from marine corp basic training, one to bury his grandmother and of course to welcome his son home from his tours to Iraq. Yes he went to Hawaii to welcome his son home from his tour to Afghanistan. The only real vacation he has taken was mainly taken with a hunt in Africa that he won at a benefit raffle. Wow your right he should be hung out to dry for putting his Marine son (HERO) as a priority and taking one real vacation in 20 years.

As for Don Johnson he is a very intelligent gifted medic but also a bully and an idiot when it comes to people skills. His bad behaviors damaged and outweighed any good benefits he had.

I too agree that racism still lives on in our schools, our city and county government, the courts, everywhere, even in Federal Court. It's who you are and who you know more times than I care to stress over. You were snapped on very quickly on the subject because it's a disturbing accusation for some, but oh so very true! It will be interesting to see the outcome of this indictment.

For Good or Bad the Federal Court System will not be as bias for or against these two as Mediba County is. In Medina County it is not necessarily what color you are but what your last name is.

I do have to agree with you on that! In Medina County your last name does carry alot of weight. DWI's get swept under the carpet if you have the right name, like a prominent person, or a doctor's parent! Hell, in Hondo alone the city government is so corrupted, some of the city leaders should probably be serving time.

Well said!,I don't see what Mr Herrera did in this city,other than take our money and run.
