It appears that the Privately owned ambulance services are problems. Why does the state not do anything? How can they keep going from state to state and committing the same crimes over and over again?

It appears that this does not just happen in private service but also in public sector,known as embezelment. These types of individual work in all types of work, not just ems. The indictment was against mercy regional and clayton hobbs which means all assets of mr hobbs could be siezed by the goverment, including Oklahoma regional. Why waste the tax payors money if the illinios conviction will follow from state to state.

They go to another state, set up a different corporation number, new tax ID, then it is just business as usual. Look at Mercy now, scrambling to keep the Mercy's separate. The website used to link to each other, they just took it down so now it does not. Hobbs is the CEO of both companies. Oklahoma Mercy dispatches for the other state as well, just like the Illinois Mercy dispatched the Oklahoma Mercy while he was building up this operation. Now I am sure the lawyers will argue since they have different corporation names, different tax ID's, that the Fed's can't come after Oklahoma Mercy assetts. I am sure Hobbs is trying to hide everything in Oklahoma as fast as possible. The ambulances were comingled before...so let's see how separate the companies really are.

weather they have differant corporate names or not the indictment was for mercy company and clay hobbs. his assets are therefor tied to both oklahoma and illinois or where ever. I think there is a texas post the was just starting up acording to the web sites

Mercy of Illinois and Mercy Oklahoma are one and the same company. The dispatch number is the same for both companies. They may be trying to say the are different companies, but it is obvious to everybody that Clay Hobbs Oklahoma, and Clay Hobbs Illinois are one and the same. Call 800-613-0911 and get an ambulance for Oklahoma or Illinois.

Ok yes the dispatch center did dispatch for Ill. but not cause they were the same Co. but cause the were sister Co. Ok. Mercy is owned my Centurian Systems and Hobbs WAS an officer {CEO} Not owner.

that is wrong. he is a co-owner with duke dixon. and to take this one step farther clays dad is the one that signed the loans for the equiptment and he is a seat holder in the IL corp. and if you call dispatch the answer the phone mercy regional not Centurian or Mercy Regional OK. this week will tell all. i'm just glad that IL is under new management finally things will be done the right way not the illegal way. its sad but true the only person to blame for all of this mess is clay. and for what wrong doing has been done, he will have to pay for it.

QUESTIONS SURROUNDING MERCY CONTINUE

Questions concerning the financial stability of Mercy Ambulance continued to mount this week.

Mercy provides ambulance service to Craig County, Stroud, Fairfax and Cleveland.

Mercy’s founder and President Clayton W. Hobbs has been hit with a 24-count federal indictment and a six-count federal civil claim in Illinois alleging fraud and false claims to Medicare, Medicaid and the Veterans Administration.

Officials of Mercy’s Oklahoma operation have missed repeated deadlines set by the Oklahoma State Department of Health to provide documentation proving that the Oklahoma operation is completely separate from and unaffected by the Illinois operations.

“We’ve been assured that by tomorrow morning (Wednesday, March 26) we will receive a business plan establishing Mercy Regional’s capacity to operate for at least a year as required by rule and we look forward to reviewing it,” said Shawn Rogers, Emergency Medical Director for the Department of Health.

However, Mercy’s Illinois operations have been placed in the hands of a federal receiver who, according to the order issued by U.S. District Judge Michael Reagan,“shall have full control and authority over the business operations of Mercy…including exclusive control of all bank accounts…payments…(and) all assets including vehicles and equipment purchased by or paid by Mercy.”

In a separate order, Judge Reagan released six banks from an earlier restraining order, saying the receivership provided all needed protection for Mercy assets that may be forfeited under the civil or criminal proceedings. One of the banks named is RCB, which a Mercy Oklahoma spokesman acknowledged last week was a depository for the Oklahoma operation.

That spokesman also acknowledged that the Oklahoma operation’s dispatch center in Owasso used the same equipment to dispatch ambulances in both Oklahoma and Illinois.

The civil complaint alleges that Hobbs and Mercy’s Illinois operations illegally obtained payments and failed to pay federal taxes and social security on employees.

The status of Mercy Oklahoma is important for two reasons:

* Each of its Oklahoma operations receives subsidies from taxpayers.

* If it were to suddenly cease operations, the ripple effect could impact ambulance service across much of Green County, including OTEMS and Pafford in Rogers County.

On the second count, the receivership may be a blessing. Receiver Carolyn Luster’s charge is to keep the ambulance service operating.

Judge Reagan’s order also apparently goes further than Mercy Oklahoma has gone by barring Hobbs from any business control of or remuneration from Mercy.

The Oklahoma operation said Hobbs was on leave from his executive position but remained a stockholder in the parent corporation.

Hobbs has not returned messages left on his answering machine. A spokesman had promised last week to provide access to other Mercy executives to provide detailed answer about information in court files which he said had left him “dumbfounded.” However, those executives have never made contact with the Leader.

YES WE ARE THE SAME COMPANY......MERCY OF ILLINOIS BOUGHT AND PAID FOR EVERYTHING OUT IN OKLAHOMA....INCLUDING THE CARS AND TRUCKS THAT DUKE AND LINDSAY DRIVE.....BUT NOT ANYMORE WE ARE COMING TO GET THEM........

EAST ST. LOUIS - The former president of Mercy Regional Health Systems Ltd. admitted Thursday to withholding $1.7 million from the Internal Revenue Service.

Clayton Hobbs, 30, pleaded guilty in federal court to 16 counts of failing to pay over federal employment taxes. Hobbs was accused of withholding federal payroll taxes from employees of Mercy, the primary provider of emergency ambulance service for most of Franklin County, and failing to pay over the taxes to the IRS, U.S. Attorney Courtney Cox said in a press release.

In addition, Mercy Regional, formerly known as Effingham Advanced Ambulance Service, pleaded guilty to one count of false statements relating to healthcare matters; one count of embezzlement from an employee benefit plan, one count of healthcare fraud, and two counts of mail fraud.

A sentencing date of Dec. 5 was set for Hobbs.

According to evidence presented at the hearing, Mercy was operated by Hobbs from February 2002 through March 2008. During that time, Mercy made false statements to its employees relating to their healthcare coverage and withheld 401(k) contributions from its employees but failed to forward the contributions to the employees' 401(k) plans; filed false and fraudulent claims with Medicare and the Illinois Department of Public Health through the Medicaid Program; and sent the fraudulent bills to the IDPH through the use of the U.S. Postal Service.

The plea agreement requires restitution be paid for the employees' unpaid medical insurance claims in the amount of $118,000, unfunded 401(k) contributions in the amount of $1,415, unpaid prevailing wages to employees in the amount of $40,557, fraudulent billings to Medicare in the amount of $24,734 and Medicaid in the amount of $69,815, fraudulent billings to the U.S. Railroad Retirement Medicare in the amount of $10,965, and unpaid federal payroll taxes to the IRS in the amount of $1,730,268.23.

Also at the hearing, Cox said it was indicated that Mercy will continue to provide ambulance service to the Franklin County area that efforts will be made to ensure ongoing ambulance service to the area.

The service continues to be operated by a receiver appointed by the court.

Clay Hobbs is now employed by Pafford EMS in Ruston Louisiana. He is a dispatcher. Scary huh?

He wont be one there long. He's going to federal prison for 57 months. I hate to think how much crap he has lied about and started there. Thats what he does caused havic in one place and moves on to another. I hate that for the people in Ruston.

Clay has been the best thing to happen to Pafford EMS in years. As along term employee I have been through the thick and thin of Pafford EMS. Clay has been working as a supervisor in the dispatch center for the last year. We are all looking forward to Clay returning to Ruston as soon as he can. After I took the time to read hundreds of internet posts, it appears the people in Illinois have so much internal conflicts that dont even involve Clay.

I find it amazing how anyone can say anything good about Clay Hobbs after reading all the to do that revolves around the company he owned or was the CEO of. He's crooked and if you thing anything different than you have also fallen victim to his scandal.

If Clay Hobbs is the best thing that has happened then you guys are really messed up. Don't let him close to the money or it will be gone. Clay caused the conflict. Since he has been gone conflict is a no longer, well except cleaning up his messes. But then again I wouldn't expect anyone at Paffords to understand I'm pretty sure if they went through an audit they would fail. BADLY!! Most of the people there are lost. But that is them. Well all I can say is good luck with having Clay, oh he won't be back for 5 years anyway good luck with well everything.

EXCUSE ME I WORK FOR PEMS AND AT ONE TIME I DID THE BILLING FOR MERCY AND WE STRICTLY DID IT THE WAY THEY TOLD US TO. AFTER WE FOUND OUT WHAT HE WAS DOING WE LET IT GO. WE WENT THROUGHT HE AUDIT AND CAME OUT JUST FINE...NO PROBLEMS..SO UNTIL YOU KNOW WHAT YOUR TALKING ABOUT. LETS SEE THAT WE DON'T SAY THINGS THAT DON'T CONCERN YOU.

Well Mercy better batton down and fly right the protectors Shawn Rogers and ELizabeth Sullivan have been fired. NO MORE PROTECTION! They were fired for according to Shawn having a vendetta against Pulse EMS and Central Med.
