The problem with Sarbanes-Oxley (SOX) is that the implementation of it is a nightmare. This is one law that has good intention but is totally FUBAR in practice.

Who cares about who overseas the barn door after the livestock's left, been sent overseas, been slaughtered and already served up to our trade-'partners'?
Get a grip there folks, there is NO business of any value left in the United States. We don't make much of anything - apart from debt and unfunded obligations, any longer. Manufacturing accounts for less than 17% of GDP and when was the last time we had a suplus trade balance any way - how many years has it been? Heck, the consumption of health care services accounts for more of our GDP than any other single line item. Take what we're spending on health care, military operations, importing energy from our 'friends' at OPEC and the debt service on the TRILLIONS of dollars we owe {to China, Japan, etc} and that's all she wrote. If America were either a private household or a business, we'd be in bankruptcy court!
Poor little capital - now that they've globalized labor as any other commodity [see: implosion of the American Dream / a nation of Willie Lohman's], they don't want anyone watching the barn - since they intend to pack it full of illegals and anchor-babies in the new American vocation pursuits of sweatshop jobs, workhouses and debtor's prisons.
Forward into the past, will the late 18th and early 19th century please restablish themselves in the United States? We had too much of a good thing, so - we gave it all away; and now we need to pay for it --- dearly, with our blood and our tears.
We have met the enemy and they are us!

Of course they filed. It conflicts with their "license to steal with impunity" granted by the former laissez-faire regiemes. Remember, a portion of their fraud proceeds is recycled to the politicians of both parties. There are very few good guys here.
