Apartment buildings in Hemet, such as this complex on South Cawston Avenue, will have to be registered with the city under a new rental ordinance.

This should apply to all rental properties, not just apartments. This doesn't sound like it will do much, but it's a start, and something has to be done. I don't think large rental complexes should be approved. I suppose it does keep the blight concentrated.
