Sometimes Kim Worthy blows smoke. If you got your traffic ticket dismissed last week, the judge is probably not going to waste more court time rescheduling or recharging. The judge will consider those cases as "dismissed with prejudice" meaning that's the end of it.
Remember way back when the Hart Plaza shootings too place and Kim Worthy was so intent on prosecuting one individual who several witnesses testified was not the man. Also, the man had never owned a gun and had no residue on his hands. His girlfriend testified he was with her at the time. The judge finally had to order the man's release. Kim held a press conference much like yesterday and said she knew that somehow this man was the shooter. Nobody else was ever charged in the multiple shooting.
