With DCS under fire, Cumberland County fights for 'our kids'

Oct 25, 2012 Full story: The Tennessean 36

"She had a heart of gold," recalls the still-grieving grandmother of little Hope Manning, glancing down at dusty framed photos of a girl with a bright toothy smile, pigtails and a playful personality.

This is a good news article. It's nice to know Cumberland County's law enforcement is getting more involved in this problem. I've been focusing on the homeless students' problem the past few days, but the child abuse issue is far worse. I think our county can be a model for other counties in our approach to dealing with the abused children who 'fall through the cracks.' I think teachers play a big part in drawing attention to children who might be at risk and getting DCS and law enforcement involved to investigate situations. Relatives and friends of families who see and/or suspect a child is being abused may play a bigger role though. I hope more people will be brave in taking the initiative to contact DCS or the police department if they suspect a child is being abused.

FYI

If you suspect child abuse, here are the toll free numbers to call:

1-877-542-2873 or 1-877-237-0004

Someone is available at these numbers 24/7.

We all can help here in Crossville by supporting the House of Hope. The following is from their website ( http://www.ccchouseofhope.com/ )

SINCE JUNE OF 2004 THE HOUSE OF HOPE HAS PROVIDED WELL OVER 5,500 SERVICES FOR DRUG ENDANGERED, ABUSED AND AT-RISK CHILDREN. ALMOST 1,000 SERVICES PROVIDED TO DATE IN 2010
IN 2009 THERE WERE 1,892 REPORTS OF ABUSE IN CUMBERLAND COUNTY.

100 years from now it will not matter what my bank account was, the type of house I lived in, or the kind of car I drove, but that the world may be different because I was important in the life of a CHILD.

TEMPORARY SHELTER available 24/7 for any child removed from their home or separated from their parents, caregiver or guardian due to any form of abuse, investigations, accidents or natural disasters. The facility is utilized by law enforcement and the Department of Children’s Services.

I once had an elderly neighbor lady tell me that another neighbor of ours was molesting his daughters. It really made me sick to think of those two little girls being mistreated like that.
(both the mother and father to the girls were simple and it was the girl's mother that told the elderly neighbor lady)
I called the dept of human services and was told that it was considered 'hear say' because I never saw it myself or the father never told me that himself so they couldn't/wouldn't investigate.
When I pleaded with the elderly lady (who has since passed on) to contact DHS herself she refused saying she was too old to bring this type of attention to herself, basically she didn't want the drama.

I understand the need to protect innocent people from 'hear say' but I'm sure it was going on and I'm also sure nobody helped those little girls.

That is really sad!!! How long ago did that happen? Do you think anything has changed as far as DCS investigating a report that is 'hearsay'? I don't understand the "elderly lady" refusing to call! I don't care if I was 100 years old...If I knew of a situation like that, I would call and get involved! I really hope things have changed.

One issue that DCS has, here and other places, is the fact they get so many "revenge" complaints. And because of those false implications, DCS has a hard time keeping up. Then, you have the extreme cases where there is so much abuse, the child or children are so scared to say anything, they end up getting hurt or killed because of it getting covered up. There are so many twisted situations, it all breaks my heart.

DHS is a joke ask anyone in law enforcement. The bad thing is the state knows it but keeps the same people in charge. They need to start at the top and keep firing people to they get the right peope in there. Just try and get someone on the weekend to come out.

Dcs in Cumberland County needs to be held liable for their lies and tearing innocent families apart. I am joining a clss action lawsuit against them and local authorities along with 7 other people. If you have any evidence and are willing to come foreward in a fight in taking our children back, Please contact me. I will later post an email address to be contacted threw. I have an attorney who is already processing the needed paper work.I had to work hard in obtaining this attorney, and I already had strict proff in demanding. I know their are other families that need my help. I know if I had not had the money to fight, I would have lost my children forever, despite my indisputable evidence. The judge needs to be fired and is already being investigated. The reports so far are incriminating at the least.I question how many families lost their children bc they didn't have the money to fight them. I really need only serious inquires, If your guilty please do not contact me. This is for families truely abused by this system, and that can back their story with evidence and not hear say.

You are so correct. And the sad thing is Cumberland county is aware of the abuse sustained in their foster care syatem, but ''evaluate the situation'' after being proved to be unfit. If it was parents they would jerk them out of the homes immediately, but because it's foster parents they allow the abuse to continue until the child is hospitalized or dead.

Me & my daughter have raised her twin boys since they were born. They are now 3 years old & my daughter like anyone else had a mishap of her decisions. The father was provided a free attorney in which he has never paid a dime to support these children or to take care if them physically & dcs gave him custody & we were told that as soon as my daughter did what she was suppose to that she would get full custody back. Well that didnt turn out. As anyone would, I kinda lost it in the court room when they took the boys from us. We recently went back to court & the dcs lawyer stated that she had no problem giving the children primary custody back but the fact was that she stated she hated me and my daughter lived with me and therefore she wouldn't give her primary custody back for that reason and of course the judge agreed with her. So where is the best interest if the children? It doesn't matter as long as they get what they want. So now the boys have to go back and forth on a weekly basis. They cry and scream everytime they have to go back to their dads house. Where is the justice in this?

My daughter and I have raised her 3 year old twins without much physical assist and no financial assist from the father since they were born. The father beat my daughter up in front of the boys, has lied through his teeth about everything & my daughter has one mishap and Dcs gives custody to the father who has done nothing for these children. He had 3 years to fight for his rights of these children but would never put any money forward to do this until he was given a free public defender. When they took custody of the boys, I of course lost it like any other loving person would have. So when we went back to court, the Dcs lawyer blatantly stated that she didnt disapprove of giving custody of the children back to my daughter except for the fact that she very strongly disliked me & my daughter lives with me so therefore she didnt approve of giving full custody back to my daughter until she lived outside my home which has been nothing but a loving caring environment for these boys. During visitation, the boys have yelled, screamed & cried to not have to go back with their father. Where is the justice in this? Dcs has the right to make decisions based on not what's best for the children but about who they like and dislike...I think not and this needs to be stopped. And of course the judge, not being there when this took place, completely agreed with the Dcs lawyer. Something needs to be done about this before more children get hurt!

I am so sorry to hear this! I will contact you! I will give you number and people to contact! If you know of anyone else, please let them know as well! They dont have best interest of child in any way! I have done research, they are trying to fulfill needs of the hope house and the depts cumberland county have aquired! They only take children that they know will bring in the income needed to supliment the needs of the state in the county! They are working together with the sherrifs department. I also know of a woman who was raped they took her kids while she was in the hospital, and then told if she pressed the issue she would never get her kids back! I know you 8 now, are not the only ones

The one thing most people don't know is that CPS Workers are only "VALIDATORS" they are not the Law as they so believe themselves to be, if they come to your home saying they received a report of abuse and want to help you have a right to tell them that they cannot come in and to leave your property and also have the right to call the sheriffs department if the Caseworker refuses to leave and have them removed from your property. My suggestion is if your involved with CPS to refer to this website www.familyrights.org This site has alot of info on how to fight against CPS.

DHS = Department of Human Services They issue food stamps and medicaid. They do not have anything to do with DCS. DCS = Department of Children Services handles all the abuse and neglect cases. You want to help DCS out? Stop letting people in the middle of a divorce call in referrals on their soon to be X-spouses. They only do it out of hate and revenge. It wastes DCS worker time and usually there is nothing there.
