IRWINDALE - A former Irwindale police sergeant and two current officers are the subjects of criminal investigations - two for alleged sexual improprieties and one for the alleged theft of hundreds of thousands of dollars, officials confirmed Thursday.
Irwindale Police Chief Dennis Smith, who has 17 officers on his staff, declined to name the officers or discuss the nature of the allegations against them, adding that he was prohibited by law from discussing "personnel matters."
One officer is accused of the sexual assault of a woman during a traffic stop in October, officials said.
"We had a citizen make an allegation of improprieties by one of our officers," Smith said.
A source close to the investigation said the woman claimed she was assaulted by Sgt. David Fraijo. Attempts to contact Fraijo and his attorney were unsuccessful.

"We took this matter very seriously," Smith said. "As soon as the allegation was brought to our attention, the employee of concern was placed on administrative leave and we immediately launched an administrative investigation.
"We've concluded that investigation. The person is no longer with this agency," he said. But Smith and other officials declined to reveal the findings of the internal probe or say whether the sergeant was terminated, again citing privacy laws.
In addition to the internal investigation, Irwindale police requested an investigation by the Los Angeles County Sheriff's
Department, Smith said.
Sheriff's spokesman Steve Whitmore confirmed the officer was being looked into by the department's Internal Criminal Investigations Bureau, but added that the bureau does not comment on ongoing investigations.
Irwindale City Manager John Davidson said the city was notified that the involved officer was no longer working for the department on Feb. 12, but he and other officials would not say whether Fraijo had been terminated or resigned, citing privacy laws. Davidson also declined to provide details of the allegation.
And Fraijo is not the only police officer under investigation.
The Azusa Police Department, as well as the Los Angeles County District Attorney's Office, are investigating Officer Dennis Alva on suspicion of stealing a large sum of money from a family member in Azusa, officials said. The allegation was made in late December.
"A family member of Dennis Alva reported that Dennis allegedly took a large amount of cash from a family member," Azusa police Lt. Steve Hunt said in a written statement.
"Reportedly, the theft took place over an extended period of time," Hunt said. "The Azusa Police Department investigated the allegations and forwarded the facts of the case to the Los Angeles County District Attorney's Office, Justice System Integrity Division."
The investigation continues, Hunt said, and Alva has not been arrested or charged with a crime. Alva is off duty on medical leave, according to a source.
Los Angeles County District Attorney's Office spokeswoman Jane Robison confirmed the office's Justice System Integrity Division is investigating Alva, but said the D.A.'s office had no further comment.
Alva's father, Jess Alva, declined to comment. Attempts to contact Alva were unsuccessful.
Additionally, according to the source, Irwindale police Officer Daniel Camerano has been placed on paid administrative leave amid accusations that he had inappropriate relationships with Explorer Scouts. Attempts to contact Camerano were unsuccessful.
Chief Smith said he was again limited by law in the information he could disclose, and he declined to discuss the specific allegations or confirm the name of the involved officer.
"We received a citizen complaint of inappropriate conduct by one of our officers," Smith said. "That officer was placed on administrative leave."
Irwindale police launched an internal investigation, and also requested one by the Los Angeles County Sheriff's Department, Smith said.
The Justice System Integrity Division has not opened investigations into Alva or Camerano, Robison said.

FBI needs to take over since Chief Dennis Smith can't handle his only Lieutenant (Mario Camacho), his Sergeants, and Officers. Lack of leadership from the top!. What happen to Camacho's story published by tug LA Times in January ...hope its not lost in the archives. Camacho is also being sued by s former police cadet for sexual misconduct, which Camacho confessed too under oath. Why isn't Camacho fired or on administrative leave since Chief Smith "takes matters of misconduct seriously.". Sounds like someone is hiding the truth and covering up police corruption for Camacho!

Chief Dennis Smith is not the problem He inherited the Breceda Police department. these investigations were conducted by out side agencies Moron. So its alright with you if a uniform police officer sexually assaults a woman during a routine traffic stop. Your character is showing.
David Fraijo is one of Breceda's boys and Dennis Alva is related to Breceda.and it sounds like you are a Breceda boy yourself.
All these officers are or were investigated. Fraijo was terminated which means the investigation didn't go well for him.
Camacho is an adult as is his on the job love interest. Wrong by church going standards but not illegal. civil matter not criminal.

The chief is the problem........he has a tiny department and can't keep tabs on any of them because he does not care to. He's making his money, both from Claremont and Irwindale. He is lazy and lets Camacho run amok. No discipline, no leadership. The buck stops there. the antics at Irwindale PD are no secret, so why is he not clamping down to make sure foks are doing what they are supposed to? Because he doesn't care. You can't blame Breceda for everything, as much as you would like to. for sure, all of the officers involved are responsible for their own actions..that is first and foremeost, but the chief has to show leadership, has to be aware of what is going on under his own nose.......Avla didn't stal money from family because Breceda approved, fraqijo didn't assault (allegedly) a motorist because it would be ok with Mark, they did their own thing. And they will pay the price on their own. The entire city isrun by6 incompetent, overpaid, untrained people. Since the the citizens will never vote out their cousins, it's time for the state to unincorporate the city.

You are so wrong, The Chief inherited the Breceda police force. The good officers were forced out by Breceda trying to get his brother to be Chief. I will name a few for you. Camander Crawford. Lieutenant Woodmansee. Breceda brother never could rise above the rank of Sargent. He had the time in but he did not advance his education. The chief did the right thing, suspend them and let an outside agency investigate. It appears that David Freijo investigation did not end up in his favor.
For the first time since Chief Maranda, Breceda is not in control of the police department. That's why certain officers like Camacho and Chief Smith are being targeted.
Allow me to give you a couple of examples that clearly shows that Breceda is running the police department.
Rosemary Ramirez beat up her husband. Domestic assault call. The police had her in cuffs. Breceda was notified and ordered them to release her. No charges were filed.
Rosemary Ramirez's 15 year old son involved in a hit and run. Police discovered a front license plate and went to her house to arrest the boy. Breceda was notified and no charges were filed.
Breceda's live in illegal alien was stopped for driving Breceda's truck over 100 miles an hour down Irwindale ave. The police just took him to Breceda's house.
Baldwin Park Council woman Marlen Garcis's 15 year old unlicensed daughter stole her mothers car and was stopped in Irwindale driving with no lights on. Breceda was called and NO charges were filed.
Breceda has been in control of the Irwindale Police Department until Chief Smith came on board. And that's why you are beating up the new chief and Camacho.
Brecedan is not in control and will not be in control until he gets rid of Chief Smith.
Explain why Chief Smith doesn't appear to be lazy when it comes to officers who are molesting citizens under color of law. or Officers who steal thousands from their own family. By the way Officer Alva is a close relative to Mark Breceda
Alva didn't steal money from family because Breceda approved, He stole money from family because he is a Breceda.
You need to either get your facts straight or quit blowing Breceda smoke.
Things will change in Irwindale but not before Mark Breceda goes to jail.

ill explain.....first, none of the exmaples you sighted occurred on cheif smith's weatch as you said, so they are a moot point. The chief has not been involved in the other officers antics until he had to. Irwindale PD did not initiate the Fraijo case, they were notified by the other agency, so the chief had to get involved, same with alva. My contention is not what he does after the scandals break out, it is what is he doing to prevent them fronm hapeeneing in the first place, or why is he the last to know about them. I know how much you can't stand breceda, i get that, so every angle you take, regardless of the subjuect comes back to him in your eyes, i get that too and i say amen borther because you are probably right. my only issues is the chief of a miniscule department should have a tighter handle on things than he does......and by the fact i have no need to get my facts striaght......they are concrete........the only issue is how you choose to bent what i say to have him shaped around your breceda agenda.....im no breceda fan.....never have never will.....

You are all WRONG. The irwindale police department is run by LIEUTENANT MARIO CAMACHO! His boys are all the ones in trouble. It was revealed that CHIEF DENNIS SMITH has been told numerous times by good hardworking officers that CAMACHO is the problem, but he refuses to listen, because CAMACHO does all of his work for him. He does not want to bite the hand that feeds him. If CHIEF SMITH cared about the irwindale police department and supposedly takes acts of criminal conduct seriously, while is CAMACHO not on administrative leave like all the other officers. Remember, a huge lawsuit was filed against CAMACHO and it appears that his actions are okay with CHIEF SMITH and the CITY LEADERS. I guess SEXUAL HARRASSMENT is tolerated in irwindale. That is what coruption is based on......this is all started from the top of the food chain. If your leaders are corupt, then they lead by example. And it should matter when he confesses to the allegations under oath. Get rid of the leaders!

Maybe it is because Camacho has committed no crime. You sound like You are Irwindale P D. so you should know the difference between civil and criminal.
Camacho's adult girl friend is scorned. So we should fire Camacho right. Where were you when Rosy daughter the dispatcher got knocked up by a married Irwindale Officer.
I am calling this for what it is. For many years the Irwindale Police department had an A TEAM and a B TEAM. This is nothing more than Breceda desperately trying to regain control of the Irwindale Police Department.
Who is stopping him.... CHIEF SMITH and LIEUTENANT MARIO CAMACHO
So try to follow when I give examples, I know my examples were before Chief Smith But for you to just shine them on as MOOT tells me your a Breceda boy. My examples represent the control and the power Breceda wants and he doesn't have.
Let me give you another example In one year there were 200 semi trucks and their cargo stolen from Mark Breceda's truck yard.
Do you know why no red flags went up at the Highway Patrol, or home land security. Let me tell you why. Because the Breceda police department wrote every one of those thefts under the joy riding statute.
Now are you going to tell me that sometimes Officers make mistakes.. Yeh 200 times.

Mr. Car Parker since you are so big on city corruption why don't you look into or demand the city to look into Rosys daughters inappropriate relationship. Her daughter was an underage explorer when she started seeing the officer. Why is there only one officer on paid leave for having inappropriate relationships with explorers when this other officer was doing the same thing. Seems like the current officer was just following the footsteps of his superior.

Hunley you are a piece of bad work! It sounds like your are on the Camacho payroll. Did he pay you to protect him and make all these allegations against the Breceda's to keep the heat off of him? Or even better, is camacho giving you inside information about the irwindale police dept, becuase you claim to know so much about the dept, the officers, and their families? It is just like you, to slam the only family who cares about irwindale. And for your information, you should have been at the council meeting when the motors, commercial enforcement, and k9 was taken away. It is because the chief and lieutenant Camacho failed to the city council honest answers about the cost of the programs. Instead, they threw each other under the huge bus and claimed ingorance. Yes they did, read the past council meeting notes from June 2012. Honesty is the best policy, they should follow those words.
