And to think that there's no corruption in Latrobe?

If these guys can't "inpsect" buildings properly, how can Ann Powell, who gives out building permits in Latrobe?

SOMERSET—
A building inspector for Somerset County Building Inspections is facing possible permanent decertification as a construction code official in Pennsylvania.

The state Department of Labor & Industry, Bureau of Occupational & Industrial Safety, filed an administrative action against Lee Ribarich of SCBI, claiming his work as a construction code official “demonstrated incompetence and gross negligence.”

The state agency alleges that Ribarich performed electrical plan reviews on at least three Brothersvalley Township properties when he was not certified to do so. According to representatives of ...

Ribarich is the second SCBI inspector to have had a formal action filed against him by the state Department of Labor & Industry in less than a year.

-----Robert R. Carota, of Latrobe,

was permanently decertified as a construction code official in October for work he performed for SCBI for a house owned by Daniel and Christine Baker in Somerset Township.

Ribarich is scheduled for a hearing later this year before a Labor & Industry hearing officer on the allegations.

Three Brothersvalley Township properties for which Ribarich was the code inspector were selected as part of a bureau audit. The state agency claims there were several code violations at each of the properties.

The agency alleges that Ribarich failed to require a church that installed a wheelchair lift and a company that built an addition to a garage to submit construction documents prepared by licensed design professionals.

Ribarich reviewed the plan for the installation of a wheelchair lift at Brothersvalley Church of the Brethren, Glades Pike Road, Berlin, on April 23, 2010. The installation of the lift included electrical lighting and an electric feeder panel that required approval from a certified electrical plans examiner.

The state agency claims that because Ribarich was not a certified electrical plans examiner he “acted in a manner that presented a danger to the public health and safety.”

The pastor of the church said he is not concerned.

“We are not aware of there being any code violations,” said the Rev. Tim Resh.“The wheelchair lift is working fine.”

Ribarich reviewed a plan for an addition to a garage for Buffalo Creek Explosives Inc., Fogletown Road, Garrett, on May 18, 2010. The agency cited code ...

“They (state officials) never talked to me, never sent me anything in writing about an issue with code violations,” owner Kyle Keefer said.

He said that the facility is not open to the public. The only parking at the site is for those who work there.

On Nov. 6, 2007, Ribarich conducted the plan review for renovations of an office building for Lookout Windpower LLC, Town Hill Road, Berlin. There were seven code violations that dealt with the height of ...

The state agency claims that Ribarich made many mistakes as a code inspector at the Baker home, which has sat half-finished since 2009 while litigation ...

According to the state agency, on July 8, 2008, Ribarich conducted a footer inspection of the Bakers’ residence. No plans had been approved and no building permit had been issued. He failed to recommend that a ...

Ribarich’s attorney, Donald J. Snyder of Latrobe, and representatives for SCBI did not return telephone calls requesting comment.
