Perhaps the best to do with dictators is just contain until they die. The general rule has been that when a dictator dies, the country falls apart or at least becomes weaker.
Pretty soon, Fidel Castro will die. He has named a replacement, but my forecast is that he will be overthrown by a less hard line more deomcratic leader who will want to be friend with USA.
Now there was the problem in Yugoslavia when Tito died. There was no strong leader at... so fractured into a multi civil war.... but regardless... that government was gone... not easily, and not without great leadership from Wesley Clark. But it is no longer the problem it was.
General principle. A dictator's government is a one time only shot. Ruling dynasties are a thing of the past.
