Preacher set to file FBI Complaint against Dayton Police Chief

There are 266 comments on the www.rheacountynewspaper.com story from Sep 16, 2008, titled Preacher set to file FBI Complaint against Dayton Police Chief. In it, www.rheacountynewspaper.com reports that:

Jerry Layne, a well known street evangelist, was peacefully demonstrating his right to openly and publicly preach his religious faith as well as peacefully stating his opinion concerning “illegal immigration” by displaying a sign with the words, “ROUND UP DAY FOR ALL WET BACKS” while standing peacefully on a public sidewalk and lawn at the Rhea County Courthouse. Dayton Special Police Chief, Chris Sneed approached Layne and advised him that he could not be displaying his sign and protesting without first obtaining a permit from city hall. Special Chief Sneed, who many refer to as "Chief 1.96 GPA", appeared to have broken federal law by telling preacher Layne that he must leave a public sidewalk because he was in violation of a Dayton City Ordinance requiring a permit first be issued to him BEFORE he could protest.

He was hassled by the chief because,the traitors who use illegal labor,hassled the chief.
The term wetback is racist.
The majority of illegals in Tennessee ARE latin.
The man does have a right to protest.
He does not have the right to instigate trouble.
His sign should have said no more illegals,or,traitors hire illegals over citizens.
His reasons to protest,racist or not,are his biz.
He should take a video camera,tape the traitors paying the illegals,write down the lic tags,and turn in a copy to the dept of homeland seq,the IRS,and youtube/etc.
Only when the traitors are shown to be traitors,will they stop the fraud.

I don't think there's any basis in the law for that, but I can think of a close cousin: Justice Frank Murphy's majority opinion in Chaplinsky v. New Hampshire (1942), part of which reads, "...There are certain well-defined and narrowly limited classes of speech, the prevention and punishment of which has never been thought to raise any Constitutional problem. These include the lewd and obscene, the profane, the libelous, and the insulting or 'fighting' words — those which by their very utterance inflict injury or tend to incite an immediate breach of the peace." If "wetback" is defined as one of those fighting words, then it can be prohibited, but in general, greater latitude is given to political protesters. Let's all watch to see how the court resolves this. It should be instructive.

That has been going on in several southwestern states for over two years.

Nightserf and logic please, I'm glad to see more people posting here. Both of you have very valid points. The original posters of this topic only brought it up because they thought it made the chief look bad. You may feel that it did. Did you know that this happened over a year ago? I believe it was spring of 2007. Why is it just now being brought up? I'll tell you why; there is a blog in Rhea County that's sole purpose is to trash anybody in the local government. This blog calls refers to its self as a newspaper. Have you ever seen a newspaper that only slanders people? There are no weather reports or community news. Only stories about how the city and county employees are a bunch of idiots. Nightserf, I noticed that you have quite a few posts; do you normally post in the Knoxville forum? Glad to see some new insight on the Dayton forum. I hope that the two of you stick around, and show people your take on things like this. I would also like to hear anyone's opinion on why something that happened a year and a half ago is brought up as "news" a month ago. The video has been on youtube since last November. Not exactly a "current event" anymore. I do understand that the topic is worth talking about, and I hope that people continue to keep this post alive. I just wanted to bring out the facts of the story.

I post almost exclusively on the Knoxville forum This thread is cross posted to several forums by the Topix software and they all share the same collection of posts. I like that feature when it connects us to other small sites. It can be annoying, though, when a major event here results in threads from all over the country flooding our humble page.

In response to your post, I took a look at the article--I had been responding to the posts alone--and I agree that this is not a reputable or reliable news outlet. Nor could I find any other reference to the prospective lawsuit, making me wonder if one had actually been filed. Ditto the FBI and Justice Dept. It has the look and feel of one wacko supporting another.

I do hope you'll have a look at our page. We've got an interesting bunch and new voices are always welcome in our cacophonous choir.

Sneed isn't qualified to be a policeman, much less be in charge of a million dollar a year budget. A 1.96 GPA is embarrassingly laughable. Had his uncle not be sitting in a city manager position hiring as much of his family as he can, Sneed would be flipping burgers at McDonald's, if that. Sure, things like permits, and stuff like that may sound impressive but it's as illegal as hell to suppress that preacher. Sneed messed up, Sneed got busted and Sneed will indeed pay his dues for it. I intend on helping the preacher more than God himself will help the man.

if sneed was flipping burgers at least he would be working unlike one who likes to cowardly set behind a computer with a little alcohol flowing through the old veins. If i was that preacher i would be on my knees praying to God for forgiveness and praying for an old drunk that wants to give me advice that he would sober up and get rid of all the hatred he has in his heart.

Looks as if this so called preacher was just trying to lure someone into a lawsuit.Preaching hate and trying to hit someone over the head with the bible is not the christian approach.This preacher needs to trade hatred in for love. I seen this guy and his sign and i saw the mob gathering and if it had not been for the police there may have been some big problems.There is a gentleman that preaches everyday by the bi-lo in Dayton and never has any problems. this preacher mentioned in this forum has some very offensive signs that i would not want my children to see.

To the people that feel that the preacher should be praised for "standing up" for his "rights", what if his sign said "Round up day for all Ni***rs" (afro-americans)? Would you still support this man? What's the difference? What about "Round up day for all retards"? What is he peacefully demonstrating? If his sign said "vote for so-and-so to secure our borders" or "why won't the government enforce our immigration laws", then he would be expressing a political view. Was that day really a "round up" day for illegals? If I walk around with a sign that says "round up day for all Ni***rs", what political message am I portraying? Just because you have a sign doesn't mean you have the right to elicit hate. I wonder if the permit being mentioned is for the sign? I don't consider it a political sign. Don't most cities have a sign ordinance? Nightserf, you are correct about these guys being wackos. It is an embarrassment that this wacko runs a blog and then posts his stories here as if it was from a real news sorce. Our ONLY local paper is the Herald News, located at www.rheaheraldnews.com . This wacko is a Topix news editor so he makes sure that only his blog stories make it on here.

I am the editor of that alternative online newspaper and have given my blessing to expose this guy. By Monday, everyone of my 7,000 plus readers can read and decide for themselves. More importantly, the city cops can read it and know that there is a Judus among them. I will not be as stupid as him and rattle off names, especially his. Let them wonder WHO among them is the "RAT".

I think you will be amazed at who is telling what in that inner circle. This guy is using several names on Topix and I have waited until he was desperate enough to cross the line. Now he can deal with what the others have dealt with and I for one will be pushing it. Chickenhawk, the reason this guy is practiclly begging people to visit his blog is because he can track you by your ip address. He wants to inflate his page count. If the people he writes about would stop looking at his blog, he would go crazy because he would lose about 90 percent of his visitors. Make no mistake about, when you visit his site your ip address is recorded. I can guarantee you that he spends hours upon hours finding out everything he can about you from your ip address. Why give this guy the chance? Why risk giving up your right to privacy when you can say the same thing here?

I guess the blog guy has made himself yet ANOTHER NAME! How many names does this guy need. Even with this short post, you can see the same mindset and communication style. I hope everyone can see what this thinks he's pulling off. No one, well, maybe a few wackos (birds of a feather flock together) is part his conspiricy theory. The issue is that the blog owner is the smartest one of the group and has proudly made himself the leader. Keep in mind the word "smartest" is only relative to his group. He can say what he wants. This story, just like all of the stories on his blog, are fabricated. This story has about as much journilistic value as the story about two cops going to a city hall meeting. The only purpose of that post was for him to mention what was really on his mind; his inflated sense of importance. Other that the part of acting like "the mere threat of the Denton's being on the agenda", what was the point of the story? The council meeting was the usual crowd. No more, no less. Maybe he'll reveal his risque photographic content. Let me see, a picture of someone in a public place, in broad daylight. Why does he take such chances? He really lives on the edge. I guess his blog says it all - "Direct, on point articles". The guys walking in town in broad daylight was certainly "direct, on point" reporting, let me tell you. If only Channel 9 could be so brave.

How many hit does Roy's site get a day. He claims around 7000? if so I guarantee 6999 is he and his wife seeing how they dont believe in working like every other American. It is always refreshing to know that my money goes to pay for this alcoholic to sit on the computer and look on his own website all day over and over. I could make my website have a million hits if I had a life like Roy of drinking and being on the computer 24/7
