I think it's pretty interesting that none of the stories have included the fact that one of Burns' duties as the head of HRO is to oversee the base civilians to ensure that they follow the rules and policies set forth by CFAY and CNFJ.

The guy owned a bar and it is against CNFJ policy for SOFA sponsored personnel to work in an establishment that serves alcohol.

I've not heard a single solitary good thing about Burns' in his capacity as HRO director.
Never met the man myself, but I can say with great certainty, he ran a shady shady organization in HRO Yokosuka....dattebayo.

The whole homesteaded place ought to be flushed and new blood installed to get the embedded problems like this "bending the rules is okay" attitude that permeates the Naval Base. CFAY ought to do some deep cleaning and get the good ol' boy network out of power and take control instead of sitting up on the hill in their flagstone ivory tower.

HRO definitely needs to be flushed out with new blood. Favoritism is still running rampant to this day of Oct 11, 2011. They post job listings to the public to make the organization look good but in reality they only hire the folks on the inside. Robert Nolan isn't sorry. He is more upset over the fact that he was caught! The whole system needs an overhaul!
