Chavez says that he is going to upgrade there refinery so it will refine Venezuela's heavy crude, very interesting since the only refineries that can handle that type of oil is the US and it is a process that the US has soul propitiatory rights to so how will that happen.
Also he says that Uruguay is helping with agriculture and technology, wow they are doing a bang up job since there is no food on the table grown in Venezuela. Great job Hugito, lets give more of the wealth that Venezuela has to help others instead of helping your people first.
