The countries who want be strong have proffesional-voluntary army.

Ottoman Empire and Persian Empire and Arabian Empire same had professional-voluntary army.

Why Iran have obligatory military service?

The general wasn't a conscript , that's for sure , professional armies are paid and are for rich countries , like maybe USA? germany , france and so forth... iran is not rich and is not in a defence treaty like NATO so obviously it would have to implement the conscript based model.

We can see other countries who was in similar situation as Iran: Serbia, Iraq, Libya, Syria, etc etc.

Those countries had obligatory military service.

When they received the attack from NATO, army of obligatory military service not helped nothing! And also, one part of this army got with the enemies.

Obligatory military service not give nothing defence power. And also is danger for defence.
