Paying off 'officials' in MOST countries is a standard business practice. Bad as that sounds, it is reality. In a wor torn and chaotic place like Iraq, it's even more of a reality. It's funny, by the wording of this report, if a company engages in a direct payoff to an 'offical' of another country, it's probably against the law. But if our own GOVT does the same, it's legal!
