A tattoo is not something without consequence. It is a purposeful injury and wound. It would have been no different for this racer to drive with a toothache, cut finger, or stitches on his butt. Any competent medical evaluation would not have allowed him to drive while sick or injured. It only takes a millisecond of the brain responding to pain to loose the concentration needed for racing. What a waste.

He would have been instructed to wear loose fitting clothing over the tattoo not a skin tight body suit.
