Whomever pick Plowman in the Corruption Arrest Lottery won the pot. This has been ten years in coming. Lincoln's antics and blindly flollowing the orders of his corrupt superiors have hurted many. He did not express pity or remorse for any of the terrible harm he has wrought on innocent people. Some just say he is dumb as a dingle berry and was just following orders. Well the Nazi's were following orders. When will these little men decide to follow a higher truth? Don't show pity for Plowman. Rejoice because this is just. He has been a God elitist and gun freak for years. He thinks he can do no wrong because he is "chosen". His love of guns led to his warehouse and stockpile of weapons which were stolen possibly by terrorists. He volunteered to go to Iraq to put his his special duty under God and his love of guns to work. They refused to let him in the country because of his evil, kooky, and dumb as spit IQ.

The only way Plowman can redeem himself is to turn state's evidence NOW. Tell everything you know about Cottey, Newman, Brizzi, Durham, and the illegal antics of the Marion County GOP. It is up to you LIncoln. You can do the right thing and then God may forgive you.

Indianapolis - A high ranking Metro police officer is on administrative leave and under investigation. The same officer serves on the City-County Council.
Major Lincoln Plowman is on paid administrative leave during an internal investigation. Plowman is commander of administration for Metro police. He is also a second term City-County councilor.
"Councilman Plowman has been placed on administrative leave. That's all the information we have as a council at this point," said Council President Ryan Vaughn.
Plowman has served on various council committees. Sources tell Channel 13 the investigation may center around his previous role as Metropolitan Development Committee Chair.
New Public Safety Director Frank Straub would only issue this statement saying Plowman is on administrative leave with pay pending the outcome of an internal investigation.
Plowman surrendered his police car and service weapon.
"He will still serve members of his district. He will still participate in committee and full council," said Vaughn.
Plowman did not tell the council president why he was under investigation but Vaughn did ask how he was handling this suspension emotionally.
"He said understandably stressed and other than that he was doing all right," said Vaughn.
Police won't say how long the investigation will last and the outcome could determine his future on the both the force and council.
Eyewitness News tried to reach Plowman at home for comment.

The extraordinary 2009 campaign finance report filed by Councilor Lincoln Plowman might shed some light on the as of yet subject of the federal investigation. The report shows that Plowman raised $14,622.61 in 2009. He spent $14,580.75. That's a "burn rate" of 99.7%. That's something simply not done in an off year. Candidates for office typically build up their war chest and unload it all during the election. During the off-years, little campaign money is spent, especially for someone who holds a council position. Plowman though is in a safe seat. He could win a general election in southern Marion County by spending $5.
Three things jump out from the expenditure side of the report:$2873.96 paid to Verizon Wireless,$3082.46 to Fry Electronics and numerous loans from Plowman to the committee which were paid back. The latter is not illegal...as long as the loans are for a campaign purpose.
Backing up to the front of the report, the contribution side is even more interesting. Former City-County Council President Beurt Servaas is shown as donating $2,000. Servaas is also millionaire playboy Timothy Durham's former father-in-law. Lincoln Plowman is shown as contributing $5,272.61. That I find more unusual than the loan he made. When candidates contribute to their own campaign, they normally list them as loans so that down the road they might be able to pay it back if the campaign ever gets extra cash. Plowman did both - making loans to the committee and making contributions.

Maj. Lincoln Plowman was placed on administrative leave on Wednesday, said Indianapolis Public Safety Director Frank Straub in a release sent by a police spokesman.

Sources told 6News' Jack Rinehart that FBI agents came to Plowman's office on Wednesday, but that he refused to answer questions and asked for an attorney.

Under department policy, officers cannot refuse to cooperate in an investigation.

Plowman works in the chief's office under the deputy chief for administration. He was a member of the Marion County Sheriff's Department before the police merger.

Plowman also serves on the City-County Council as a Republican representing District 25.

"During his tenure on the council, Plowman has gained support from wealthy Republican financial backers such as longtime council President Beurt SerVaas, businessman P.E. MacAllister and Timothy Durham, a financier whose business practices came under federal investigation last year.

Some of his friends and colleagues said they were shocked to learn that he was under investigation. They described him as a diligent worker who was focused on his young son and wife, who is pregnant.

"He has always been professional (as far as) I've seen," said Tim Motsinger, a supervisor in IMPD's Crime Stoppers program. "He's taken his job very seriously."

Marion County Democratic Chairman Ed Treacy called for Plowman's resignation."

He was a hench man and capo for Cottey's mafia style of politics. Though, he has tried to distance himself publicly from Cottey in recent years, he remains loyal to that style of politics. Plowman can't think for himself so he he is drawn to strong personalities in politics. Too bad that the strong personalities are mostly corrupted politicians.The best thing for Plowman to do is to come clean. Tell all he knows to the media. Confess his crimes and give state's evidence against the corrupt politico king pins. Do a plea bargain based on faith and good will. Maybe the public will show the mercy that you never showed anyone else.

Monroe Gray's house is in the next Marion County tax sale, which is auctioning 10,500 homes in Indianapolis for nonpayment of property taxes. Its a tough time out there when Indianapolis' elected city county councilmen can't pay their property taxes. I'm guessing there's no bromance between councilmen Gray and assessor Greg Bowes, who probably raised Gray's assessment. Half our property taxes go to support schools. I wonder which kids' teacher will be fired because of Monroe Gray's nonpayment? Don't you just love our city county councilmen? Plowman's under FBI inquiry, if not investigation. Its enough to drive Doris Minton McNeil to drink.

Because of his "martial arts and special weapon training" and his private work as a "personal body guard". He loves guns as much as his Bible.

The other reason I heard he got this name is that he looks just like the "Ask a Ninja" character. And he is always alluding to being on a "secret mission."

Lincoln Plowman is a kook and deserves his silly nickname. He will be a metrosexual ninja punk once he gets behind bars.

Another reason he is called a Ninja is he use to sneak to get the bags of pay off money from the Vegas mafia to promote gambling in Central Indiana. He was so sneaky he did not get caught in the act by the FBI, but there is video tape by rumor. Wonder why he wasn't busted...

Instead of selling comic books, Plowman would do much better at selling information and then going in the Federal witness protection program.

Too bad Marion County republicans couldn't have used the shake up a few years ago as an opportunity to make some positive changes. There's nothing like squandering an opportunity. Each day that republican leaders don't pressure Plowman and Brizzi into resignation, the closer they are to the day the Ds once again control Marion County. Great.

I voted for Ballard and I thought he would come in and clean house because he was an outsider. He just brought almost all of the old guard in. Practically every crooked politician except JAck Cottey, but he gave him contracts thru Secrutex in the shadows. Ballard needs investigated too. He is probably as crooked as the rest of the party of Lincoln Plowman.
