Drunk Ballard is Hatching Another Scheme to Make His Buddies Rich!!

dianapolis city officials say their budding plan to build a massive new Marion County criminal justice complex without raising taxes could rely on a long-term deal with a private developer.

Mayor Greg Ballard and his advisers envision what essentially amounts to a "lease-to-own" payment plan. The arrangement would shift up-front design, construction and financing costs, potentially eclipsing $200 million, to a private partner.

It would be an unusual public-private partnership locally and nationally in the criminal justice sphere. After building the facilities, the private partner would serve as a landlord of sorts, operating and maintaining and upgrading them for decades.

In exchange, the city and county would repay the partner by making large annual lease payments for years.

At the end of a potential deal which could last 30 years or longer the city and county would own the complex free and clear.

Ballard says he sees a private arrangement as the best way to build a new courthouse for 20-plus criminal courts, a jail and juvenile lockup, and offices for criminal justice agencies (including prosecutors and public defenders), all without the need to raise taxes to pay off public debt. He believes the annual lease payments would fit within current budgets.

But a nonprofit group that studies privatization and partnerships warns that such deals are fraught with risk for taxpayers if the contracts are poorly negotiated or lock in government for decades.
