Does anyone know who used too run this facility,
ANSWER= Judge Payne thats right the same person that now is in charge of the entire State Child Protective Services and he has done agreat job there Heh?

Being involed in juv. correction and also juv. treatment in the past and watching my wife make a carrer of it I can tell you the problem has always been amount of staff, QUALITY staff(if you want quality staff you have to pay them for this Very Important job give them continued trainning and good back ground checks). Last but not least put disipline back in these programs Hire people that have spent time in the military or on police forces and enlist there help in making good treatment plans. OUR future depends on it.

For Governor Daniels to say that this is an isolated case shows how out of touch he is with the DOC facilities in the State of Indiana.

I have a niece at the facility in question and know first hand of the problems she has incountered... sexual activity is not only allegedly occurring, but is an every day fear. The Judge has just touched the tip of the problems that happen every day at that facility. Our children not receiving positive education or reinforcement to allow them to come back out in the world without more problems than when they went in.

I can only pray that neither Governor Daniels or the DOC Commission never has to have a loved one where they live in constent fear.

Google Judge Nemeth and you will find that he is very attached to the Democatic party. His son works for the State Party and he has donated a LOT of money to various Dems. It does make me wonder if this is just politics as usual. Further, how much experience does his detention director have? What were the 13 areas that need improvment? Was it food, clothing, shelter??? A lot of questions that need answers - by the judge. Will this paper ask those questions? Didn't think so.

Does the judge have proof? Does the judge have alternative placements? It must be nice to be a king and not have to justify yourself. How about the Star? Have you investigated these alleged problems? Your chance to further your quest in degrading the Gov and others. Heaven knows nothing positive will come from your reporting.

Star, how about indicating the need for apolitical review? When juveniles end up in jail, anklet detention at home and other punishments - have you asked what got these kids to this point? NO! So, follow your journalistic style and don't offer legitimate investigation, legitimate solution or unbiased review. Even these kids do better with the truth if you can find and publish.

Wrong Answer - Judge Payne ran the City of Indianapolis Juvenile Facility - This is state Corrections, that's why the Governor is being summoned. And the sex that occurs is at every single rsidential/ correctional facility anywhere, not just exclusive to this facility. Many children are on psychotropic meds in mainstream schools as well. So often Ritalin, Wellbutrin and other meds are prescribed to put a juvenile on even keel. The juveniles are frightened of each other, not he staff. Duh, they are surrounded by other criminals or should we say social deviants. The same bullies from school or young punk type individual you wouldn't let their own sibling be alone with. These juveniles are bigger than adults too.
Let's see, you have a juvenile that may or may not have come from a stable home (the years these kids were born) is a time we were crack cocaine use was at a peak. Can we say crack babies. Now the parents and kids are using Meth, so who knows what they were subject too. The abused become abusers. Treatment offered is a way to try to get a person on an acceptable path of living in society. But if you are not open to getting right or changing your life - nothing will help. No programs. Correctional facilities cause everyone stress, from the family member of the incarcerated to the officials overseeing this.

Actually that's not true. They're talking about Indianapolis Juv. Correctional Facility which is a CORRECTIONAL facility located on Girls School Road.

Judge Payne used to run the Marion County Juvenile Detention Center at 25th and Keystone. They are 2 different places.

Since shorty mitch took office it has been one problem after another. Didnt we get donahue from Flordia where these same problems were present and never corrected? As for payne he has always been a pain and never allowed to work near or with children again because he record at the Indy joovie center speaks loud and claer as to his lack of leadership. These problems are not about what party you belong to it is about those in charge lacking the ability to handle the problems. Looks like the fox was caught in the hen house again. Time to clean house from the top to the bottom time for shorty mitch and his unconvicted crooks ( as of yet ) to find a new way to make money!!!!! These kids are our future and the way we treat them today will be the way they treat us tomorrow because some day they will return to the streets much worse than when they went in.

Any prison or other DOC facility worker found guilty of having sex with an inmate - "consensual" or not - should be fired. It is very unprofessional and most other businesses, save the porn industry, would probably not tolerate people having sex in "the office." These girls are screwed up enough without being taken advantage of ...

You get what you pay for...or you don't get what you won't pay for. Nobody wants to do that kind of work for 14 bucks an hour. If they did there wouldn't be such a high rate of turnover and a shortage of officers.

Indiana ranks very low on the national scale for correctional officers pay and we wonder why officers are porking "students".

Every officer has to go through six weeks of training. That's six weeks that WE are paying for. Some work a couple of months then quit. Hardly a fair return on OUR investment.

If you have two feet and a heart beat you can get a job as an officer.

You should see some of the people that work there.

Get your facts correct. Judge Payne has never had any direct supervision over a Department of Correction facility. Judge Payne had supervision of the Marion County Juvenile Detention Center. Two vastly separate facilities.

Why do we need a state facility at all? Close it and the counties can find other ways to deal with their problem juveniles - thru alternatives or local or regional or private detention facilities.

The Guv tends to blow off populations (such as kids in trouble or with mental health problems) that have no strong positical constituencies. People who work in human services know this. He pays close attention to high visibility matters, such as the license branch waiting times because everyone has to go there.
