Indy 911 ringing busy

I have not needed to call 911 but a couple times in my life but needed to recently. It is concerning that the line rings a busy tone when calling 911. I hung up and tried again, same busy tone. The next time, I got a recorded message saying not to hang up and stay on the line. I am guessing it took me about 4 mins to finally speak to a dispatcher and by then the prowler was gone. I guess the saying is true, when seconds count, the police are minutes away.

Dude, are you serious? If you feel the need to call for help and can't get through, then it's ok for you? Man you have major issues. I for one, would be disgusted to think if you call 911 that you get put on hold or it rings busy. That is just unexcusible. What do our tax dollars pay for? What do we as a society ask for?
We pay our taxes, we deserve help when we need it. That's how it is! If not, then quit charging us on taxes for services we don't get and let us fend for ourselves.

I further believe if you need a police officer for fire/rescue, that if you call you need help. And help should arrive fast. That is NOT too much to ask for or to set aside as an excuse on a budget. If this is the case, where a person has called for help and can't get through, then the Indy Mayor has some explaining to do.
